develop conventions facilitating sharing and reuse of knowledge bases and
knowledge based systems. The knowledge area is highly technical
programming and artificial intelligence.

International Sites

Development Network (GDN) aims to enhance the quality and availability of
policy-oriented research and strengthen the institutions which undertake
this work. The GDN offers tools, services and networking opportunities to
help these institutions and their members join together to fight poverty. An
electronic discussion (ongoing in April 2000) has sought broad feedback and
inputs to develop a web strategy. The main idea is to develop a strategy to
use the web most effectively for collaboration, research and dissemination
of research findings for development purposes. For more information about
this discussion, see
http://www.worldbank.org/devforum/forum_gdnwebstrat.html.
Global Knowledge Partnership (GKP) -

mission. Partner organizations are committed to sharing information,
experiences and resources to promote broad access to, and effective use of,
knowledge and information as tools of sustainable, equitable development.
The GKP emerged from the Global Knowledge 97 Conference, "Knowledge for
Development in the Information Age." The work of the GKP is currently
coordinated by a small secretariat located within the World Bank Institute

This database is a take-off from the organization's evaluation department,
in contrast to the World Bank's KM approach that is quite separate from the

Tools
The following are links to other sites which have
good, up to date, link lists for Knowledge Management tools.
Primary Sources: The following is a list of general
sites with Knowledge Management software and tools. They provide some solid
general information and resources for a wide range of Knowledge Management
issues.
The following are some technical notes - these sites
and links to papers get into some of the technical details of dealing with
knowledge management tools
http://www.ksl.stanford.edu/knowledge-sharing/index.html This is home to
the ARPA sponsored "Knowledge Sharing Effort" which is a consortium to
develop conventions facilitating sharing and reuse of knowledge bases and
knowledge based systems. The goal of the effort is to define, develop, and
test infrastructure and supporting technology to enable participants to
build much bigger and more broadly functional systems than could be achieved
working alone. The knowledge area is highly technical programming and
artificial intelligence.
http://www.aifb.uni-karlsruhe.de/WBS/xps99WM/papers/liao/ A Competence
Knowledge Base System as Part of the Organizational Memory. Excellent short
paper describing the heuristics and ontology of knowledge management system
design.
http://www.km.org/AKMS/AKMSstrawbak.html This is a recent working paper
strawman for Artificial Knowledge Management Systems. It is authored by
Joseph Firestone, Ph.D. and is being circulated for purposes of
collaboration within the Knowledge Management Consortium Artificial
Knowledge Management Systems Committee (AKMSC). A key aspect in defining the
AKMS is that both its components and interactions must be designed. The idea
of being fully designed vs. being partly designed, or not-designed is
essential in distinguishing the artificial from the natural.
http://www.csi.uottawa.ca/~doug/IKARUS_Stanford.htm A short paper by
Doug Skuce of the University of Ottawa on transferring knowledge from
unstructured natural language into knowledge and document base. The attempt
is to condense useful knowledge from the vast amount of printed documents by
converting written language into a codified structure that integrates the
functionality of a Web browser, a word processor, a knowledge base, a
database system storing text fragments, and a search engine.
http://ktic.com/topic6/13_TERM5.HTM Glossary of knowledge management
technical terms by Philip Murray, editor-in-chief of KM Briefs and KM
Metazine. This is also the 5th part of a Knowledge Management primer.
http://dkms.com/DKMSWhite.html Distributed Knowledge Management Systems
(DKMS): The Next Wave in DSS. Another excellent paper by Joseph Firestone
Ph.D. on how Data Warehouses can be brought to the next level of true
Knowledge Management Systems.
